Need your help - Could you tell me what is the name of the Ship Captain on September 20-30, 1973?

During the NASA Skylab mission, the USS New Orleans was the prime recovery ship, and I have two envelopes that was cancel on board the ship, one Sept. 24 and the other is Sept. 26, 1973.

Trying to identify the envelopes whether it was known as the "Captain Covers"
Just wonder too whether that Captain is still alive today? Thanks
